TRANSACTION HANDLING

Q. What information does MoPay need to manage m-payments?

A. MoPay requires three key pieces of information to manage mobile payments: the user’s mobile number, the secret PIN (whether MoPay-generated or provisioned onto the system) and for some applications, the user’s payment details (bank account or credit/debit card number). All three are securely stored in the system and are accessed only when payment requests are processed.

Q. How does MoPay authenticate the user?

A. For SMS-based payments, once MoPay receives the information from the operator’s SMSC about the incoming SMS, MoPay checks the mobile number from which the SMS was sent and the PIN used in the message, and compares this with the details stored in the platform’s authentication database. The user is authenticated for every service request. For other communications channel (IVR, etc.), MoPay authenticates users in the same way (mobile number and PIN or ‘passcode’).

Q. What if the user has CLI switched off?

A. It does not matter, as the mobile number is still be recognized by the user’s mobile operator. MoPay then receives the mobile number in the data transmitted from the mobile operator to the platform.

Q. What currencies for payment are supported?

A. MoPay supports all ISO currencies.

Q. What payment types are supported?

A. Users can register their credit or debit card details (subject to local market restrictions) or bank account numbers for transactions debited directly from the user’s bank account.

Q. ‘Some of our users don’t have credit cards, so tell me more about debit cards and bank accounts.’

A. Some high-usage users may have credit cards, so it is worth offering that option. But for mass-market acceptance, offering m-payments from debit and bank accounts is critical. The operator’s Acquirer may already support debit cards for electronic payment. If not, cooperation with one or more Issuing banks is required, and MoPay will help facilitate this. Debiting transactions directly from the user’s bank account also represents an extremely cost-effective and easy solution.

Q. What happens if the user requests a transaction but does not have the necessary funds?

A. MoPay can perform a financial authorization before each transaction if necessary. If there are no funds available, then the transaction is not authorized and completed. Alternatively, financial services organizations may seek to establish a maximum risk limit and pre-authorize transactions up to a certain limit. In this case, the platform can authorize transactions up to that amount and produce an end-of-day log for participating banks. A blacklist procedure for accounts which are not in good standing can also be used to block accounts for which the platform should not process m-payments.
